Why was UTP now adopted?

Background: In 2020 the EU adopted the Unfair Trading Practices Directive. This is part of a fundamental change in paradigm in EU agricultural policy. Policy Process theories help us to understand why policies are adopted and what factors determine their shape. This work aims to understand the development of the UTP How and why did this come across and what is the role of different member states and stakeholders in this policy process?

Aim: Why was the UTP Directive adopted at that moment in time what were the main stakeholders, decision making rules, discourses affecting it?
