Under the lead of IÖW, the project deals with the economics of adapting to Climate Change. It integrates economic models and institutional analysis at different scalar levels. The project’s goal is to provide economic insights for the definition of the German Climate Change Adaptation Strategy with consideration for its process and implementation aspects. The core of the project encompasses modeling of the economic effects of a changing climate, including the respective adaptation strategies, analyzing the distribution of the corresponding costs and benefits, and exploring the institutional framework for decision-making and implementation. The project accomplishes this integrating across economic sectors and socio-political levels of organization. As of today, economic modeling efforts do little to explore effects on the economy as a whole and to integrate institutional concerns.


The Guest Professorship for Environmental Governance of the Faculty of Agriculture and Horticulture at the Humboldt Universität zu Berlin focus on the institutional aspects of adaptation to climate change. Several case studies will be undertaken following the approach of Institutions of Sustainability. The aim is to produce process-oriented and problem-focused scientific advice for decision-making and implementation on corresponding institutional arrangements. Among other things, the tasks comprise of carrying-out 12 case studies of multi-level institutional determinants for successful implementation of climate change adaptation strategies.
