Situation of bailiff training in Germany and bailiff training reform 2024/2025

The scientific work program of the Research Center for Enforcement and Judicial Law includes research questions in the field of modern bailiff academic education and training judicial court officers, in particular the need for modern, academic based studies and training facing the complexity of execution law not only in Germany, see e.g. the effects of European and International law. To this end, the first sub-project has already begun on 01.07.2024, which is dedicated to the important question of a contemporary, i.e. academic based reform of bailiff training.

In view of the lack of an empirical survey of current and future judicial officer training in all 16 federal states, it is first of all scientifically necessary to survey the current status of judicial officer training and to extend this survey to the current reform developments and trends in all federal states and the federal government. The results and their scientific and judicial policy evaluation will then be published in the DGVZ at the beginning of 2025.

From a methodological perspective, in the first phase of the sub-project "Bailiff training reform", data will initially be collected from the state associations and the federal association of the DGVB on the basis of three questions (project assistant manager and contact persons for data collection: Ms. Angela Jäger, assistant at the Research Centre for Enforcement and Judicial Law, see below):

  1. What is the current status in the respective state associations? Are there already concrete proposals?
  2. Are there any proposals from legal policy, e.g. from the ministries of justice, the higher courts, from the state parliament or from the bailiff personnel or training departments of individual higher regional courts?
  3. What is the current status of the reform in your federal state? Are there already any (joint) working groups, timetables, state parliament resolutions or similar within the respective state associations and state ministries of justice?
