Collaboration for settlement development

Inter-municipal collaboration is a widespread and versatile instrument for the joint provision of services by local authorities. Many municipalities are developing inter-municipal collaborations in order to be able to continue to provide certain services in times of tight public budgets. In this context, inter-municipal collaboration is primarily a strategy for reducing the burden on budgets. Despite this incentive to develop inter-municipal collaboration, there are many obstacles that stand in the way of fully utilising the potential for cooperation.

While inter-municipal collaboration is generally mostly task-related and thus organised on a sectoral basis, inter-municipal collaboration in the area of settlement development also serves to implement integrated and cross-municipal land development.

This research project specifically analyses inter-municipal collaboration in the area of settlement development. The focus is on collaboration for the development of residential areas, commercial areas and compensation areas. This research project aims to identify a nationwide overview of thematic priorities, formats, success factors and obstacles to inter-municipal collaboration in the area of settlement development.

Regional and inter-municipal cooperation is a recurring topic in municipal and regional planning. Joint planning approaches are fundamentally applicable in many subject areas and are indispensable in terms of sustainable overall regional development. However, their practical implementation raises numerous questions that affect the core business of local authorities and regional planning stakeholders.

Who sets the benchmarks for inter-municipal strategies and what standards should apply to joint approaches? What inter-municipal coordination tasks can the regional planning authorities take on in future in addition to their formal planning tasks?

Representatives of the Regional ARL Forum Baden-Württemberg, the German Association of Cities, the German Association of Towns and Municipalities and the Baden-Württemberg Municipal Umbrella Associations will be discussing the above and other questions relating to inter-municipal and regional cooperation at the workshop “Perspectives for regional cooperation - strategies and challenges using the example of Baden-Württemberg” and invite interested parties from municipalities and regions to take part.
